Report of Parish Council Meeting held on 12th November 2016

There was a meeting of the Parish Council for Foxearth and Liston on 12th November (10.30am).  Cllr. Tony Clayton was in the Chair and there were two local residents present

Chairman’s action: The Chairman explained that he had asked County Highways to consider additional signs  on School St close to the junction with Liston Road to warn of dangerous, unsighted bends following a complaint by a resident about motor vehicle damage to her hedge and house. Chairman’s action approved.

Accounts: The Clerk reported a satisfactory audit report.

Public questions: A resident referred to the poor state of the Foxearth war memorial; it was leaning and wording needed refurbishment. It was agreed that estimates would be obtained and the prospect of grants explored. Also a sum of £1,000 would be reserved in the next budget.

It was noted that the hearing loop in the Village Hall was now operational.

Reference was made to the works presently underway to improve drainage through School St. There was relief that the road has reopened and that traffic lights are controlling the situation. Some problems had occurred with a recent oil delivery. It was noted that the contractors had been helpful in overcoming minor problems.

County Council Report:  Cllr David Finch apologised for absence but hoped that Saturday morning meetings would be easier for him to attend in the future.

District Council Report: In her absence Cllr Iona Parker submitted a written report drawing attention to the following:

Economic growth: the Government wants to see evidence that increased economic activity will result from infrastructure projects – such as improvements to the A120 – before providing funding. The District Council is

putting in £28m in an investment strategy to support growth and projects so far announced are a new GP surgery at Braintree College, improvements to the town centre and an extension to the Ignite business park.

Local Plan: meetings are now arranged to consider comments received. There are no new sites allocated in Foxearth or Liston.

DaRT Bus Service: Since its launch in April usage has increased by 194%. The service is not yet capable of providing a truly demand-led service except when the bus is not busy; it is effectively running routes. The operators have confirmed that if a bus is available it will go to the Long Melford GP surgery and it would be best to arrange regular appointments for Wednesdays when possible as there are several buses to Sudbury on that day.

Local Councillor grants: Each councillor has an allocation of £1,500 for funding small local projects. Please apply to Cllr. Parker.

Green Bin collections: A reminder that there will be no collections in December, January or February.

Planning matters: It was noted that a retrospective application for alterations to disused agricultural buildings in Foxearth had been refused by BDC.

No objections were expressed to an application for tree works at a residence in Foxearth’

Next meeting:  28th January 2017 at 10.30am Foxearth Village Hall. The Annual Village Meeting will be on 13th May 2017.

Quiz Night -19th November – Notice of Cancellation

The advertised Village Quiz Night, in Foxearth Village Hall on 19th November 2016, has had to be cancelled. A new date in early Spring will be arranged & notified to all as soon as possible.
