MINUTES OF A MEETING OF FOXEARTH AND LISTON PARISH COUNCIL HELD AT FOXEARTH VILLAGE HALL ON WEDNESDAY 9th June 2010.

Present

C Flux (Chairman), M Nice, K Nice, and P Highmore. In attendance was D Finch (County Councillor) and P Corney (Clerk). There were 3 residents present.

1 Declarations of Interest

M and K Nice declared an interest in the flooding issue.

2 Apologies for absence

C Cox, N Oakes and N Harley

3 Minutes of previous meeting

The minutes of the meeting held on 7th April 2010 have being circulated were agreed and signed as a correct record.

4 Matters arising

The telephone box adoption – a response is still awaited from BT.

5 Highways

The finger posts at Claydens and Huntsmans Lane had still not been repaired. The clerk reported that he had spoken to ECC highways and been given a job number for each signpost. The deterioration of the road outside the white lines was discussed and Cllr Finch stated that the dangerous parts could be filled in with planning. Cllr Finch went on to say that he had raised the question of lorries going down Claypits but nothing could be done about the existing use except possibly a 20 mph limit in the future. The farmers have a good neighbour policy and would like to hear of any dangerous driving.

6 Community Warden Report

No report.

7 Public Questions

Mr Waite said that the BDC have indicated that the culvert is a water course but are awaiting an expert opinion. Brooks Newman wants to get involved and requests assistance from the parish council.

The clerk was asked to contact the Environment Health Dept at BDC regarding the effluent smells at Mill Cottage.

8 District Councillors Report

None

9 County Councillors Report

Cllr Finch reported the C9ouncil had under spent its budget by $5.5million and is anticipating a reduction of its income £15million but will continue to deliver its front line services. The target of 130,000 to be built in Essex is to be scrapped. A freeze in council tax for 2011-12 is anticipated.

10 PROW and P3

David Jackson has erected a new kissing gate and the waymarks are to be replaced. Licences for kissing gates beside Chapel House are being obtained. Vandals had removed two planks at Liston Meadows from the bridge causing a hazard. This has now been repaired.

Planning matters already circulated:

Foxearth Parish Council tree removal – approved

13 Financial Matters

The cheques drawn since 7th April 2010 as shown below were approved. The accounts for the year ended 31st March 2010 and the annual governance statement were approved.

14 Village Sign

It was agreed to bring the sign forward and Jon Broad could prune the tree which has had its top remove to minimize further damage. P Cox is to be asked to clean the sign in future. Thanks were expressed to the committee of the Village Hall for the cleaning, renovating and repainting of the sign The clerk was asked to contact Jon Broad to trim the tree.

15 Neighbourhood watch

Nothing to report

16 Flooding

As the meeting was not quorate the matter could not be discussed but the chairman reported on the following events. Lee Crabb and the legal Dept on the decision on the ownership of the culverts. Jan Taylor is studying old Ordinance Survey maps. Plans are being formulated to divert the water around Lower Hall. The problem did not arise until after Highways Dept had done work at Mill Cottage.

17 Any Other Business

K Nice reported that cluster meetings are likely to cease in the near future

18 Resignation of parish clerk

The resignation of the clerk with effect from 31st August 2010 was reported. It was agreed to advertise for his replacement on the village notice boards, parish news and the website

19 Dates of next meetings

11th August 2010, 13th October 2010 , 8th December 2010 and 9th February 2011. The meeting closed at 8.53pm

MINUTES OF THE ANNUAL GENERAL MEETING OF FOXEARTH AND LISTON HELD ON WEDNESDAY 5th MAY 2010 IN FOXEARTH VILLAGE HALL

PRESENT; There were 19 people present. Apologies were received from County Cllr David Finch and District Cllr Nigel Harley The Chairman Colin Flux welcomed everyone to the meeting.

MINUTES; The minutes of the previous Annual General Meeting on 6th May 2009 were read agreed and signed.

MATTERS ARISING; None

COUNTY COUNCILLOR’S REPORT; As per the attached report.

DISTRICT COUNCILLOR’S REPORT; None

FLOODING; Cllr Harley had been in touch with Lee Crabb who had advised him that the culvert was not repairable. It could be repaired if it was rerouted. There was to be a meeting the following week with Jan Taylor and ECC regarding the Section 24 legislation which should clarify whether the culvert is a sewer or a drain.

WEBSITE; It was reported that the website was going well but it will be relaunched and FLAG will be sending a welcome pack to all new residents.

OPEN FORUM;

FLOODING AND SEWERAGE A resident enquired whether BDC would take over responsibility for sewage disposal if Anglian Water did not do so.

HIGHWAYS; Kevin Collins of Liston Place enquired about a speed limit in Liston Lane which is part of the South Suffolk Cycle Route and the Stour Valley Walk. The Parish Council will support his actions. The parish clerk was asked to check on the progress of the renovation of the finger posts in Huntsmans Lane

SPEEDWATCH The gun has been returned to the village. BDC are revising the scheme. More volunteers are required.

VILLAGE SIGN The sign is being repainted on the advice of the English Village Sign Society. Some residents consider the tree to be a traffic hazard and point out that the sign was there before the tree. A replacement tree could be sited in Lime Walk. There was more damage to the back of the sign which faces the tree.

PARISH NEWS It was suggested that the Village Hall and FLAG be included in the list of village organizations.

DOG LITTER BIN It was suggested that an additional bin be placed at the start of Lime Walk and parish clerk was asked to contact Roger Douglas Hughes

ANY OTHER BUSINESS The clerk reported that he would be leaving the village during the summer and a replacement will be required.

There being no further business Colin Flux thanked everyone for their attendance and the meeting closed at 8.28pm

MINUTES OF THE ANNUAL GENERAL MEETING OF THE PARISH COUNCIL HELD ON WEDNESDAY 5th MAY 2010 IN FOXEARTH VILLAGE HALL

PRESENT; Corinne Cox, Margaret Nice, Ken Nice, Colin Flux, Peter Highmore, Norman Oakes, and Parish Clerk Patrick Corney.

ELECTION OF CHAIRMAN; Colin Flux was proposed by Ken Nice and seconded by Corinne Cox. Duly elected.

ELECTION OF VICE CHAIRMAN; Corinne Cox was proposed by Margaret Nice and seconded by Norman Oakes. Duly elected.

MINUTES; The minutes of the previous meeting held on 6th May 2009 were read confirmed and signed as a correct record.

MATTERS ARISING; Ken Nice reported that cluster meetings may cease in the future.

PUBLIC TELEPHONE BOX; There had been no further progress on the proposed purchase of the box by the Parish Council.
